On account of suspension of track due to overflowing of water  between Elamanchili – Narsingapalli Stations of Vijayawada – Duvvada section o­n Vijayawada Division of South Central Railway, the following trains are cancelled / diverted as detailed below:-

Two Special Trains To Be Run For Convenience of Stranded Passengers:
  1. Special Express Train from Hyderabad to Kakinada is scheduled to depart Hyderabad at23.30 hrs. today i.e., 27th October 2013 for the convenience of stranded Vijayawada/Rajahmundry/Kakinada bound passengers with the same stoppages as of Train No.12728 Godavari Express between Hyderabad and Samalkot.
  1. Special Express Train from Kakinada to Hyderabad is scheduled to depart Kakinada at 18.45 hrs. o­n 28th October 2013 and will pick up the path of Train No.12727 Godavari Express ex Samalkot for the convenience of stranded Secunderabad/Hyderabad bound passengers with the same stoppages as of Train No.12727 Godavari Express between Samalkot and Hyderabad.
 These trains will have 23 coaches viz., o­ne first AC, two AC II tier, two AC III tier, twelve Sleeper Class, four General Second Class and two Second Class Luggage Cum Brake van Coaches.

PR Bulletin No.22 Some Trains Cancelled Due to Suspension of Track between Elamanchili-Narsingapalli Stations on Vijayawada Division

On account of suspension of track between Elamanchili – Narsingapalli Stations o­n Vijayawada Division of South Central Railway due to overflowing of water o­n track, the following trains are cancelled / partially cancelled as detailed below:-

I) Trains Cancelled: The following trains which were announced with partial cancellation vide earlier Bulletin, are now fully cancelled:-
1. 12805 Visakhapatnam-Secunderabad Janmabhoomi Express o­n 27th Oct. 2013
2. 12717 Viskahaptnam-Vijayawada Ratnachal Express o­n 27th Oct. 2013.
3. 17488 Visakhaptnam-Tirupati Tirumala Express o­n 27thOct. 2013.

II) Partial cancellation:
1.T.No.12718 Vijayawada-Visakhapatnam Ratnachal Express which left Vijayawada at 06.05 Hrs. o­n 27.10.13 is partially cancelled between Rajahmundry and Visakhapatnam
2.T.No.12861 Visakhaptnam-Nizamuddin Link express Scheduled to leave Visakhapatnam at 15.10 Hrs. o­n 27.10.13 is partially cancelled between Visakhapatnam-Vijayawada one this train will run from Vijayawada to Nizamuddin.

III) AC Special Train between Kakinada-Secunderabad will run from Kakinad with the following
stoppages: Samalkota, Rajahmundry, Nidadavolu, Tadepalligudem, Eluru, Vijayawada,
Khammam, Warangal, Kazipet.

IV) T.No 17015 Bhubaneswar-Secunderabad Visakha Express scheduled to leave
Bhubaneswar at 08.35 Hrs. on 27.10.13 is partially cancelled between
Bhubaneswar and Rajahmundry. This train will originate from Rajahmundry to its scheduled timings.

SCR Implements Emergency Action Plan to Minimize Inconvenience to Passengers in view of Flooding of Railway Track near Eelamanchili

Due to incessant heavy rains, water has overflown the Railway track this morning at several places between Eelamanchili-Anakapalli Stations o­n Samalkota-Visakhapatnam Section of Vijayawada Division.  Vigilant Railway staff o­n duty have immediately got alert and stopped the train services o­n this route in the interest of safety.  The movement of train services between Samalkota and Visakhapatnam got affected, resulting in cancellation/partially cancellation/diversion of trains scheduled to run o­n this route. 

With a view to handle the situation arising out of heavy rains and the consequent flooding of Railway track as mentioned above, SCR has immediately pressed into service its emergency action team.  Concerted efforts are underway to ensure safety and minimize dislocation to train services and avoid inconvenience to passengers to the extent possible within the given conditions.  The emphasis has been o­n safety of trains; early restoration of services and provide immediate relief to the passengers. 

Some of the measures being undertaken are detailed below:-

1. Activated Emergency Control Rooms at Rail Nilayam, the Head Quarters of SCR and also at Vijayawada Divisional office. These emergency cells are being manned  24 X 7 by a multi disciplinary team of senior officials from various departments to closely monitor the ground situation and immediately initiate necessary action.  The control team provides necessary guidance and o­n-the-spot approvals to the field staff.

2. Special Patrolling of Railway Tracks has been pressed into service o­n Vijayawada Division.  Stationary watchmen have also been positioned round the clock at sensitive locations like bridges, highbanks/cuttings etc. to keep a sharp watch o­n the rising water levels or any other unsafe situation.

3. Senior Engineering Officials have been camping at the affected locations to keep a watch o­n the situation continuously and take appropriate steps towards restoration.  Divisional Railway Manager, Vijayawada along with senior officials rushed to the spot and 2 Chief Engineers from SCR/Hqrs., have also been deputed to the spot to monitor the restoration activities.

4. Special Engineering Trains carrying material like boulders, sand, quarry dust and cribs etc., have been moved o­n top priority from various locations o­n the Zone – from Rajahmundry (16 wagons), Bitragunta (36 wagons), Dornakal (10 wagons), Renigunta (18 wagons) and Timencharla (28 wagons) etc. to the affected section to strengthen the track structure and facilitate restoration.

5. Several long distance express trains which are scheduled to run o­n Vijayawada-Visakhapatnam Section have been diverted to run o­n suitable alternate route from Vijayawada via. Kazipet, Balharshah, Nagpur etc.  A Special Train is being operated between Kakinada and Secunderabad to clear the passengers towards twin cities.

6. Trains which are bound upto Visakhapatnam o­nly have been short terminated and the stranded passengers were transshipped by buses wherever feasible.  Passengers of Godavari Express have been cleared by buses arranged from Pithapuram Station.

7. Help Line Numbers have been activated at important Railway Stations – Anakpalli, Tuni, Annavaram, Rajahmundry, Nidadavolu, Tadepalligudam, Eluru, Vijayawada and Secunderabad etc. to ensure smooth flow of information to passengers o­n train services.  Apart from frequent announcements over public announcement system at Stations, the status of train services is being widely publicized through Media also o­n a continuous basis.  

8. Additional Enquiry Counters and Refund Counters have been opened at all important Stations to cater to the needs of the Passengers.  Full refund is given to the passengers of cancelled trains.

9. Special care has been taken to provide drinking water and catering arrangements to the passengers of stranded/diverted trains.  Adequate supply of raw materials is made to pantry cars of the long distance express trains.  For the passengers of trains without pantry cars, food has been supplied from the platform stalls wherever available.   Food items from outside vendors/eateries have also been permitted o­n platforms so as to ensure adequate supply.  In addition, local voluntary organizations  have been roped in to provide food packets/biscuits/water etc to the waiting passengers at some stations.  The efforts in this direction, of the local Lions Club at Pithapuram and Tuni ; and temple authorities at Pithapuram have been appreciated by all. 

10. The SCR Administration is in liaison with the State Government authorities and APSRTC to provide necessary relief/assistance to the passengers and track restoration activities are being taken up o­n a war footing to ensure resumption of services in the earliest possible time. Curtain Raiser Advanced Technology to be deployed in the Construction of a Tunnel at Margutti on Bidar-Gulbarga New Rail Line

Shri Mallikarjun Kharge, Hon’ble Minister for  Railways,  will lay the foundation stone for construction of a 1.5 Km long Tunnel at Margutti o­n Bidar-Gulbarga new rail line at 11:00 hrs o­n 28thOctober, 2013 at a  function to be held at Margutti Cross, Gulbarga District.

Other Hon’blePublic Representatives, dignitaries and senior Railway officials will also participate in the function.

Theworks o­n Bidar-Gulbarga new railway line are rapidly progressing.The laying of foundation stone for construction ofa Tunnel at Margutti marks a step forward in the new line work. o­nce completed, the Bidar-Gulbarga new railway line will fulfil the long cherished aspirations of the people of Bidar and Gulbarga Districts to have direct rail connection between these two prominentand historic cities of north Karnataka.

A)Salient Features of the Railway Tunnel at  Margutti on Bidar-Gulbarga new Railway Line:

South Central Railway is executing the 110 km. Bidar-Gulbarga new railway line Project. Works o­n this new Railway line are progressing at a  faster pace.  As a part of this new line work, construction of  a Tunnel is to be taken up at Margutti at an estimated cost of Rs.60 cr. The Salient Features of the Tunnel wok are as under:-

Ø The length of  this ‘D’ shaped tunnel will be 1.5 Km.  and  the width  will be 4.925m . The Tunnel will have sufficient height to have electrified traction o­n  the section in future as per need. Twenty five metre long concrete portals (entry frames) will be provided o­n either end of the Tunnel. 

Ø Necessary Geotechnical investigations (soil and rock testing) have been carried out by drilling nine bore holes up to a maximum depth of 45m. and ensured that no water table was encountered.

Ø Wenner configuration of electrical resistivity method was used to determine soil moisture levels, stratification and discontinuities in soil mass. The crown of the tunnel consists of  fresh / jointed basalt.

Ø Design of the Tunnel has been carried out based o­n Finite Element Analysis (FEA). Siesmo-tectonic maps of the Tunnel site, provided by Geological Survey of India, Hyderabad, have been verified and ensured that no folds and faults are found in the site. Further, the design of the tunnel was also proof-checked by Indian Institute of Technology, Mumbai.

Ø Central Institute of Mining & Fuel Research (CIMFR), Regional Centre, Nagpur is requested to provide necessary technical support for the blasting pattern design in order to avoid over-breakage or damage to the parent rock while carrying out blasting operations for excavating the Tunnel.

Ø This Tunnel will have ballastless track, Plum concrete at formation level and Pipe-ducts for Signal / Telecommunication / Electrical Cables.

Ø Drainage arrangements will be provided with 1 in 200 gradient inside the tunnel with adequate capacity to clear the flood water across tunnel during rains to prevent water ingress and stagnation in the tunnel.

Ø Trolley Refuges will be provided at  every 100m of the Tunnel for the safety of the inspecting officials and track maintaining staff. Covered side drains will act as foot path.

Ø The Tunnel work is targeted to be completed with in a period of 18 months.
